Ukraine launches a public monitoring platform for NECP implementation
On June 10, the government approved a revised version of the National Energy and Climate Plan, the strategic document setting out Ukraine's vision for the energy sector and climate policy through 2030. The plan covers five dimensions: decarbonisation, energy efficiency, internal energy markets, energy security, and research and innovation.
Work on the document began in August 2023, and the government first approved it in June 2024. The process of regular monitoring grew out of the preparation of the first national progress report for the Energy Community Secretariat.
Responsibility for implementing and monitoring the plan sits with the NECP Implementation Coordination Sector at the Ministry of Economy, Environment and Agriculture of Ukraine. Andriy Frolov, who heads the Sector, explains why the process matters.
"Preparing the national report is not simply about meeting international obligations. It is an opportunity to assess how effectively the targets are being pursued and what results have already been achieved. The plan is not a static document. It is a living mechanism, one that already allows us to track progress and respond to challenges on Ukraine's path to European integration," he said.
In the energy efficiency dimension, the revised plan contains 32 policies and measures, one more than in the previous version as of end-2025. The dimension includes three targets.
The first is energy savings in public authority buildings. The target for 2030 stands at 192,400 tonnes of oil equivalent. Work toward this target is ongoing, and the next monitoring cycle will allow progress to be assessed.
The second target is cumulative energy savings of more than 16 million tonnes of oil equivalent over 2021–2030. Available data show progress of 61,500 tonnes of oil equivalent to date, meaning the target will require additional effort to reach.
The third target concerns the level of final energy consumption in 2030. Due to limited access to certain statistical data under martial law, this indicator has not yet been assessed.
The Ministry and the Green Transition Office are jointly developing a monitoring platform for the plan. Users from central executive bodies are currently being onboarded with support from a Canadian project, and the platform will be made publicly available shortly. Plan implementation progress will be reviewed quarterly at meetings of the interministerial working group, with the participation of relevant deputy ministers.
