"Implementation of the EU Taxonomy in Ukraine is a complex task that will require engagement from a wide range of stakeholders" - Dmytro Sych

The Office of Green Transition at the Ministry of Economy of Ukraine, together with DiXi Group, analyzed the readiness of Ukrainian legislation for the implementation of the EU Taxonomy. Research results showed that Ukraine has both strategic documents that directly or indirectly require the implementation of the EU Taxonomy in Ukraine, as well as developed legislative initiatives that may be relevant for its implementation.

The study describes strategic documents in which the EU Taxonomy is directly mentioned among planned measures, as well as those indirectly related to it. The researchers also identified legal acts that will require changes for the full implementation of the EU Taxonomy provisions—mostly in the financial and economic sector and financial reporting disclosure rules. The study also contains an analysis of national legislation that can serve as a basis for implementing the technical criteria, norms, and requirements of the EU Taxonomy.

"Implementation of the EU Taxonomy is a cross-sectoral and very complex task, which is one of the points we must fulfill on the path to synchronizing our legislation with EU legislation. Work on its implementation will require cooperation between relevant ministries, involvement of the expert community, and the creation of interagency working groups," noted Dmytro Sych, senior expert on green transition at DiXi Group NGO and expert on green financing at the Office of Green Transition at the Ministry of Economy of Ukraine.

The Office of Green Transition has already begun preparatory work for the implementation of the EU Taxonomy: mapping legislation, translating technical documents, and identifying provisions for alignment with European standards. Next year, there are plans to expand activities and facilitate the creation of the first drafts of Ukrainian legislation.
