Government approves procedure for preparing the National Energy and Climate Plan

On January 2, 2026, the Cabinet of Ministers of Ukraine adopted a resolution "On Approval of the Procedure for Preparing the National Energy and Climate Plan." The document establishes a clear and transparent mechanism for developing one of the state's key strategic acts in climate and energy policy.

The approved Procedure lays the institutional foundation for systematic planning of Ukraine's transition to a climate-neutral and energy-efficient economy in line with European standards. The document was developed in accordance with the Law of Ukraine "On Basic Principles of State Climate Policy" and takes into account the requirements of Regulation (EU) 2018/1999 of the European Parliament and of the Council of December 11, 2018 on the Governance of the Energy Union and Climate Action.

"It's essentially a roadmap showing how the government shapes, updates, and coordinates its energy and climate objectives. The Procedure ensures this process is predictable, transparent, and accessible to all stakeholders — from state authorities to businesses and civil society," noted Yulia Mykhailenko, Expert in the Analysis of Ukrainian and EU Environmental Legislation at the Green Transition Office under the Ministry of Economy, Environment and Agriculture of Ukraine.

Key elements defined by the approved Procedure include:

Clear distribution of roles and responsibilities

The Ministry of Economy coordinates the preparation of the NECP draft with the participation of other relevant central executive authorities.

Phased preparation process

The document envisages assessing the current state of energy and climate, defining national targets, formulating policies and measures, conducting consultations, and international coordination.

Mandatory stakeholder consultations

The process involves local governments, businesses, research institutions, civil society organizations, and international partners.

Coordination with the European Union and Energy Community

The draft NECP is subject to evaluation by the Energy Community Secretariat for compliance with European commitments.

Regular updates

The NECP will be reviewed at least every five years, taking into account changes in legislation, international obligations, and climate challenges.

Strategic dimension

The adoption of the resolution has not only technical but also strategic significance. "This Procedure is an important step for Ukraine's European integration. It ensures compatibility of our climate and energy policy with EU approaches and creates a foundation for attracting investment in green transformation," emphasized Yulia Mykhailenko.

The implementation of the resolution is expected to significantly improve the quality of state planning in energy and climate, strengthen coordination among government bodies, and ensure systematic fulfillment of Ukraine's international obligations. Establishing clear and transparent rules for preparing the National Plan creates preconditions for attracting investment in green transformation, developing energy efficiency and renewable energy, and brings Ukraine closer to integration with European Union energy markets.

As a reminder, in March 2025, Ukraine submitted a report to the Energy Community in accordance with European requirements, and in April presented it at the High-Level Advisory Group (HLAG) meeting.
