The Government Has Upgraded the Reporting Mechanism for Energy and Climate in Line with EU Standards
On 6 May 2026, the Cabinet of Ministers of Ukraine adopted the Resolution "On Certain Issues of Preparing the National Progress Report on Energy and Climate," which strengthens the institutional capacity of the state in fulfilling its EU integration commitments.
In the current context of integration into the European space, the preparation of the National Report is viewed not merely as a formal requirement, but as an important indicator of Ukraine's transparency, accountability, and reliability on the international stage. The document was developed in implementation of the direct requirements of Law of Ukraine No. 3991-IX "On the Fundamental Principles of State Climate Policy," taking into account the provisions of Commission Implementing Regulation (EU) No. 2022/2299 of 15 November 2022.
The adopted resolution establishes a clearly structured and coordinated mechanism for preparing the report on the implementation of the National Energy and Climate Plan (NECP) for the period up to 2030. A key element is the transparent distribution of roles among central executive bodies responsible for implementing NECP policies and measures, as well as the consolidation of the coordinating role of the Ministry of Economy, Environment and Agriculture of Ukraine as the body responsible for the overall implementation of the plan. This approach will promote coherence of action, data integrity, and improved quality of analytical reporting.
Importantly, the effectiveness of preparing such a report directly affects Ukraine's assessments by the European Union and the Energy Community Secretariat, and shapes the level of trust in the state as a partner that consistently fulfils its commitments. In this context, the report serves not only as a technical document, but as a reflection of the country's capacity to implement modern climate and energy policy.
It should be noted separately that the draft resolution was prepared with the support and participation of Yuliia Mykhailenko, expert on Ukrainian and EU environmental legislation at the Green Transition Office under the Ministry of Economy, Environment and Agriculture of Ukraine.
In conclusion, the adopted decision not only regulates internal reporting processes, but also strengthens Ukraine's position as a state that operates in accordance with European rules and demonstrates a responsible approach to its international climate and energy commitments.
