Ukraine Strengthens Cooperation with the EU on Climate and Energy Reporting

From October 21-23, 2025, a Ukrainian delegation participated in a technical exchange organized by the European Environment Agency (EEA) in Copenhagen. The delegation included representatives from the Ministry of Economy, Environment and Agriculture of Ukraine, the National Energy and Public Utilities Regulatory Commission (NEURC), the Green Transition Office, and the Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine. The Green Transition Office was represented by Yuliia Mykhailenko, an expert in analyzing environmental legislation of Ukraine and the EU.

The event focused on strengthening Ukraine's capacity in climate and energy reporting in line with the adapted Regulation (EU) 2018/1999 of the European Parliament and of the Council on the Governance of the Energy Union and Climate Action. The main goal was to provide practical support to Ukrainian specialists in meeting national commitments, improving data collection systems, and enhancing coordination between ministries and statistical institutions.

During the technical exchange, key issues were discussed regarding the implementation and management of the National Energy and Climate Plan (NECP), including analysis of European coordination practices and experience sharing from Denmark, Ireland, and Poland. Particular attention was paid to improving data collection and harmonization systems, developing climate adaptation policies through the Climate-ADAPT platform, and defining Eurostat's role in strengthening statistical partnerships.

"This visit was an important step in implementing European reporting standards and monitoring the National Energy and Climate Plan. We gained valuable hands-on experience that will help Ukraine more effectively meet its climate and energy commitments," noted Yuliia Mykhailenko.

Following the meeting, the European Environment Agency and the Ukrainian side agreed on further cooperation, including training programs, data exchange, and the development of joint analytical and educational initiatives.

"The partnership with EEA opens new opportunities for Ukraine to integrate into the European climate reporting system and exchange best practices. This is particularly important in the context of our European integration path," added the Green Transition Office expert.
