Ukraine is preparing a report on the NECP: government representatives participated in a GTO event on the Plan's implementation
The National Energy and Climate Plan (NECP) until 2030 is a key document defining the future of Ukraine’s energy and economic sectors. It serves as a foundation for the country's sustainable development and integration into the EU. During a working meeting organized by DiXi Group and the Green Transition Office, government representatives, international organizations, and experts discussed the main challenges of NECP implementation and potential solutions.
Oleksii Sobolev, First Deputy Minister of Economy of Ukraine, emphasized the unifying role of the NECP, which integrates all strategic directions:
"The NECP combines the goals and measures of all strategies related to the economy, energy, and climate sectors, demonstrating how these sectors will evolve by 2030. At the same time, the Plan facilitates Ukraine’s EU integration, charts the course for sustainable development, which is essential for post-war recovery, and ensures the country’s energy security. Preparing the national integrated report is a crucial part of the Plan's implementation. We are working on it at record speed, so active and prompt involvement of all stakeholders is critical today."
The NECP serves as a tool to align climate goals with economic needs, laying the groundwork for infrastructure modernization and energy security.
One of the key topics of discussion was balancing economic growth with environmental protection. Viktoriia Kyreieva, Deputy Minister of Environmental Protection and Natural Resources, stressed the importance of harmonizing economic development with the preservation of the environment:
"The National Energy and Climate Plan is an essential tool for addressing climate challenges. It allows us not only to adapt the economy to new realities but also to preserve Ukraine’s unique ecosystems by ensuring the sustainable use of natural resources. This is the foundation for the country’s ecological recovery within the framework of European integration."
Yuliia Kiyan, Director General of the Directorate of Strategic Planning and European Integration at the Ministry of Energy, emphasized that the green transition is a necessary condition for restoring the energy sector despite the challenges posed by the war:
"Our ambitions for green energy recovery are already embedded in key documents. The war imposes adjustments, but we must continue moving forward. The integrated national report will allow us not only to demonstrate progress to international partners but also to identify weak points in a timely manner and strengthen our efforts. Effective coordination between ministries, energy companies, and stakeholders is crucial."
Adam Czwech, a representative of the Energy Community, highlighted the NECP's importance for international cooperation and attracting investments:
The Green Transition Office is an independent advisory body under the Ministry of Economy of Ukraine that helps to implement reforms in the field of green transition, energy and climate policy of Ukraine. The Green Transition Office operates with the financial support of the UK International Development and is implemented by Dixi Group.
