Developing MMD CBAM Documentation: The Foundation for Successful Monitoring and Reporting

At an event hosted by the Bioenergy Association of Ukraine (UABIO) on the Carbon Border Adjustment Mechanism (CBAM), Viacheslav Panov, Decarbonization Expert at the Green Transition Office under the Ministry of Economy, Environment, and Agriculture of Ukraine, presented the results of an analysis of regulatory requirements and recommendations for Ukrainian businesses on developing Monitoring Methodology Documentation (MMD)—the primary methodological document for preparing CBAM reports by installation operators.

MMD serves as a guiding document, a "rulebook," containing procedures and approaches approved by the installation operator for monitoring and preparing CBAM-related information. With the start of the main CBAM period (from January 2026), MMD becomes mandatory baseline documentation for verification and validation of embedded emissions in products from installation operators.

The key focus of the presentation was examining and analyzing the appropriate structure of MMD documentation for installation operators, as regulatory and reference CBAM documents do not address this matter in sufficient detail and may present certain challenges for installation operators when developing MMD. At the same time, developing high-quality, methodologically sound MMD documentation that is comprehensible to all stakeholders (installation operator personnel, engaged consultants, verifiers) provides the foundation for building the necessary business processes related to CBAM reporting by installation operators, effective interaction with product importers, and minimizing the risks of violating CBAM reporting rules, for which EU authorized bodies may impose penalties.

Special attention was devoted to the question of applying the disaggregated approach when determining embedded emissions in products from Ukrainian installation operators and analyzing its impact on the structure and level of detail in MMD documentation.

The webinar is part of the project "Technical Assistance for Exporting CBAM Goods from Ukraine to the EU," implemented with support from the Ministry of Foreign Affairs of the Kingdom of the Netherlands. The event was organized by the Bioenergy Association of Ukraine.
