Building Effective Climate Governance for Post-War Recovery at COP30

Ukraine has legislated a climate neutrality target for 2050 and is working on mainstreaming climate aspects into sectoral policies and measures. In June 2024 the Ukrainian government adopted the National Energy and Climate Plan (NECP) to effectively coordinate energy and climate policies. NECP covers decarbonization of energy generation, improving energy efficiency, green transition in industry and agriculture, as well as supporting research and innovation in the field of energy and climate. Ukraine has also developed the second NDC under the Paris Agreement and the long-term low-emission development strategy.

Implementation of NECP policies and measures and achievement of GHG emissions reduction targets requires strengthening of climate governance and embedment of climate priorities into sectoral policies based on scientific evidence and solid data.

Representatives of climate councils and ICCN Secretariat will share best practices in climate governance and lessons learned from advising governments on implementing effective climate policies.

Green Transition Office will present lessons learned from the preparation of the first integrated NECP monitoring report and plans to support the introduction of an effective climate policy monitoring system.

GTO will also present a vision and plans on the establishment of the Scientific and Expert Council on Climate Change.
