The Green Transition Office presents the NECP monitoring platform to international partners
At a meeting of the High-Level Advisory Group on 8 September 2026, the Green Transition Office presented international partners with the digital platform that tracks delivery of the National Energy and Climate Plan at the level of every individual measure. Partners also saw the updated NECP, adopted by the government in June 2026, and the findings of two years of independent monitoring of its implementation.
Most of the work on the platform went into breaking the Plan down into concrete actions. For over ten months the Office worked with each authority to agree the interim steps and measures for every NECP policy. The platform went live on 9 June 2026. It was developed using the Strategic Planning, Monitoring and Evaluation System based on results-oriented management principles, created and rolled out under the Recovery for All (RFA) international technical assistance project. The Office launched it this year together with a technical assistance project funded by the Government of Canada, building on the existing infrastructure of the Ukrainian facilitator and avoiding the cost of building a system from scratch.
"We broke the 144 NECP policies down into roughly 1,600 concrete measures over five years, and the hardest part was agreeing those measures with each authority, which took more than ten months. Around 80 officials from the relevant agencies are connected to the system, so each of them has people responsible for specific actions, and the Ministry of Economy and Environment can see the status of every one of them each month," said Andriy Kitura, Head of the Green Transition Office.
Some of the platform's data is open to all interested parties, including dashboards showing progress towards the NECP targets. The Office also prepared the 2025 progress report on the Plan's implementation and drew up the procedures for preparing and reporting on it, which the government approved this year. The team is now working on the biennial report for the Energy Community and the European Environment Agency, and finishing a financing gap analysis that sets the NECP's investment needs against data from more than 100 sources of existing and planned financing programmes and support instruments. Based on that analysis, the Office will produce a paper with recommendations for the government.
Partners supporting the Office's work paid particular attention to this pairing of government reporting with independent assessment.
