Green Transition Office presented climate governance experience at London forum

The Green Transition Office team co-authored the global guide "How to Create a Climate Council," which was presented during London Climate Action Week (June 23-27, 2025). Andrii Kitura, head of the Office and development director of DiXi Group, together with Mykola Shlapak, climate policy expert of the Office, presented Ukrainian experience at the Climate Governance Forum organized by the International Climate Council Network (ICCN) and analytical center E3G.

The practical guide provides detailed information on the path to creating a climate council and strengthening climate governance for governments, scientists, business, and civil society. Drawing on case studies and expert advice, the document outlines three key phases: preparation for creation, establishment, and continuous improvement.

"This toolkit is an important moment for the global climate movement. It democratizes access to knowledge about creating effective climate councils and allows countries and regions around the world to build their own climate governance institutions based on proven practices. It is especially important that Ukrainian experience was taken into account in its creation – this shows that even during wartime, we continue to work toward achieving climate change goals," noted Andrii Kitura.


The participation of Ukrainian experts in creating the guide was made possible by the official joining of the Green Transition Office to the International Climate Council Network (ICCN) – an association of 25 expert bodies from around the world. This membership confirms recognition of Ukraine's role at the international level and its readiness to act as a full partner in addressing climate change issues.

On June 25, representatives of 12 climate councils, including the Ukrainian delegation, met in London to discuss common challenges and plan further cooperation in the areas of developing policy recommendations, implementing NDCs, and preparing sectoral decarbonization studies.

"Joining ICCN and actively participating in its work is extremely valuable for the Green Transition Office. This allows us to learn from the rich experience of other climate councils both in terms of building the Office's institutional capacity and in preparing scientifically grounded recommendations for government institutions," says Mykola Shlapak, climate policy expert of the Green Transition Office and general manager for climate change at DiXi Group.



The Green Transition Office is an independent advisory body under the Ministry of Economy of Ukraine that helps to implement reforms in the field of green transition, energy and climate policy of Ukraine. The Green Transition Office operates with the financial support of the UK International Development and is implemented by Dixi Group.
