National carbon budgets: mapping sectoral pathways to climate neutrality

Ukraine has legislated a climate neutrality target for 2050 and is working on mainstreaming climate aspects into sectoral policies and measures.

In June 2024, the Ukrainian government adopted the National Energy and Climate Plan (NECP) — a strategic document to effectively coordinate energy and climate policies. NECP covers decarbonization of energy generation, improving energy efficiency, green transition in industry and agriculture, as well as supporting research and innovation in the field of energy and climate.

In parallel, Ukraine has also developed the second NDC under the Paris Agreement and the long-term low-emission development strategy.

Effective integration of climate mitigation priorities into post-war reconstruction and economic recovery of Ukraine requires detailed understanding of decarbonization options for each sector, their cost-effectiveness and co-benefits, as well as alignment with climate finance availability.

National carbon budgets set the total amount of greenhouse gases emissions with the breakdown by sectors over a five-year or other period of time that allows achievement of a climate-neutrality goal by 2050. UK, Ireland and other countries use this instrument as an effective tool to guide national policy implementation and track progress.

During the event, representatives of the UK Climate Change Committee and other countries will present the concept of national carbon budgets and best practices in developing national carbon budgets.

The Green Transition Office will present the first sectoral studies for agriculture and cement production sectors, as well as ongoing work for the decarbonization study on the waste management sector. Sectoral studies will serve as inputs for a national carbon budget for Ukraine.
