On November 8, Ukraine took another significant step towards green transformation and European integration. During the conference "Ukraine's Climate and Energy Policy in the EU Accession Process," the Memorandum of Understanding was officially signed by Ukraine’s First Deputy Prime Minister and Minister of Economy, Yuliia Svyrydenko, and the UK Ambassador to Ukraine, Martin Harris.

The event underscored the growing support for a low-carbon development trajectory, with the strategic initiatives outlined in the National Energy and Climate Plan (NECP) fostering collaboration between national and international institutions.

One of the key highlights of the conference was the presentation of the Green Transition Office (GTO)—an independent advisory body established with the support of DiXi Group. The office will assist the Ministry of Economy and other governmental institutions in achieving green transformation goals. Focused on decarbonization, ESG practices, green finance, and low-carbon growth, the office will act as a hub for innovation and cooperation in climate and energy policy.

Speaking at the conference, First Deputy Prime Minister Yuliia Svyrydenko emphasized the importance of the office’s opening as a testament to Ukraine’s commitment to sustainable economic development.

The green transition is a key component of our recovery plan, supporting our path to the EU and creating new opportunities for collaboration with international partners, including the UK. The establishment of this office is vital for advancing green transition principles."

International Support and Experience Sharing

Ukraine’s green transition has received significant support from international partners, including the UK, which has extensive experience in implementing climate reforms. Martin Harris, the UK Ambassador to Ukraine, highlighted the importance of experience sharing, especially given the war’s devastating impact on Ukraine’s energy infrastructure.

"As Russian attacks target Ukraine’s energy and distribution infrastructure, the UK is committed to helping Ukraine rebuild its energy system to be more secure, resilient, decentralized, and technologically advanced. By offering expert advice and mobilizing businesses, the Green Transition Office will support Ukraine in building a Net-Zero future and integrating into European energy markets."

Opportunities and Challenges

Andrii Kitura, Head of the Green Transition Office and Development Director of DiXi Group, emphasized the need for effective mechanisms to integrate green transition principles into Ukraine’s economy.

"Our task is to develop efficient mechanisms for implementing green transition principles into Ukraine’s economy. Together with international partners, we will work on attracting green investments and helping Ukraine achieve the climate and energy goals outlined in the NECP. Today, we are launching a platform for collaboration, innovation, and gradual progress toward a sustainable future."

President of DiXi Group Olena Pavlenko stressed the importance of Ukraine’s active participation in international climate initiatives and expressed hope that the presentation of the Green Transition Office would boost the development of national projects aimed at achieving climate goals.

"Rebuilding Ukraine according to European standards is a task that cannot be accomplished by a narrow group. This process requires the involvement of experts, businesses, international donors, and communities—only joint efforts can yield quick and effective results. The Green Transition Office should serve as a communication and collaboration tool for all stakeholders to achieve ambitious goals in energy, climate, and the economy."

Presentations and Strategic Priorities

In addition to the office’s presentation, research was unveiled, focusing on reducing CO2 emissions and enhancing environmental standards for industries. Ukraine’s Minister of Environmental Protection and Natural Resources, Svitlana Hrynchuk, noted that meeting the NECP targets would require significant efforts from all economic sectors.

"The National Energy and Climate Plan to 2030 is our strategic roadmap, developed to EU standards and incorporating best international practices. The Ministry of Environmental Protection and Natural Resources worked closely with the Ministry of Economy during the NECP’s development, and we are committed to working just as effectively on its implementation."

Special attention at the conference was given to investment initiatives critical for achieving Ukraine’s climate goals. First Deputy Minister of Economy Oleksii Sobolev highlighted the importance of mobilizing resources to realize the NECP objectives.

"Preliminary estimates indicate that achieving the NECP goals will require over $40 billion in investments by 2030. To implement the plan, we must attract both private and public financial resources. Cooperation with international partners will be crucial in executing specific programs to support Ukraine’s decarbonization efforts. We have the tools to ensure transparent and coordinated investment attraction."
