INVESTMENT OPPORTUNITIES FOR BUSINESSES: UKRAINE IN UK ATTRACTS NEW PARTNERSHIPS FOR IMPLEMENTATION OF NECP AND RECONSTRUCTION

The Ukrainian delegation, with the participation of Green Transition Office and DiXi Group, presented new investment opportunities for the reconstruction and green transition of our economy in the United Kingdom. A high-level event was held in London, where the Ukrainian side presented the goals of the National Energy and Climate Plan (NECP) until 2030 and the prospects for strategic partnership between the two countries in the field of green transformation.

“The implementation of the National Energy and Climate Plan until 2030 opens up new opportunities for investment and technological partnership. We invite international partners to jointly implement projects in the fields of renewable energy, biomethane, energy efficiency, and industrial decarbonization. Ukraine is creating clear rules for business and looks forward to cooperation that will have a tangible economic and climate impact,” said Andriy Teliupa, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.

The Deputy Minister told the audience about financial mechanisms, simplified systems, and existing programs for businesses investing in Ukrainian green projects.

During talks with more than 50 British companies, Ukraine’s Deputy Minister of Energy Olha Yukhymchuk spoke not only about the challenges but also the unique opportunities for transforming the energy sector. She emphasized that the Ukrainian energy system has lost more than 50% of its generating capacity, and the sector’s losses are estimated at over $16 billion, but this creates a unique window of opportunity.

“Ukraine continues to move forward and is creating a foundation and new opportunities for business development and investment attraction. New businesses are expected to open, Ukrainians are expected to return home from abroad, and large-scale infrastructure projects are expected to be implemented. This is not just recovery—it is a concept of sustainable, resilient reconstruction, a better and cleaner energy system than it was before the war,” Olha Yukhymchuk emphasized.

During the discussion, representatives of Ukrainian and British businesses shared their experiences of working in Ukraine, particularly in terms of regulatory conditions, risks, and state support instruments. In addition, specific projects for the implementation of the NECP were presented that may be of interest to British investors. Among the initiatives are projects in the fields of renewable energy, energy efficiency, green metallurgy, and modern infrastructure.

The projects presented are critically important for ensuring economic independence and better reconstruction of our country, believes DiXi Group President and NECP Development Team Coordinator Olena Pavlenko.

“This visit opens up unique opportunities for Ukraine to attract the critical investments needed to implement our National Energy and Climate Plan. We are not just looking for funding—we are building strategic partnerships, particularly with the United Kingdom, that will accelerate our country’s green recovery and build a sustainable economy,” explained Olena Pavlenko.

Andriy Kitura, Director of Development at DiXi Group and Head of the Green Transition Office at the Ministry of Economy of Ukraine, emphasizes the importance of investment potential: “Our government and business community are interested in making the NECP a practical tool for attracting investment to Ukraine. We can already offer our partners a variety of opportunities in the field of energy and decarbonization for investing in Ukraine. Today’s event will allow us to strengthen cooperation between Ukrainian businesses and our international partners for the reconstruction and long-term growth of Ukraine.”

The results of the London meetings confirm the growing interest of the international community in participating in Ukraine’s energy transformation. The presented National Energy and Climate Plan demonstrates a systematic approach to decarbonising the economy and creates a clear roadmap for potential investors who want to join the reconstruction and modernisation of Ukraine’s energy sector based on the principles of sustainable development.

The Green Transition Office is an independent advisory body under the Ministry of Economy, Environment and Agriculture of Ukraine that helps to implement reforms in the field of green transition, energy and climate policy of Ukraine.
