Green Transition Office Experts Provide Key Support to Ukraine on its EU Path in the Energy Sector

As part of Ukraine's preparation for negotiations with the European Union, the Green Transition Office at the Ministry of Economy of Ukraine provided strategic and expert support to the Ministry of Energy during a simulation session on negotiation chapter 15 "Energy." This simulation session was an important step in preparing for the official screening of Ukrainian legislation's compliance with European standards, which will take place in Brussels on June 16-20, 2025.

Experts from the Green Transition Office participated in developing materials and preparing the Ministry of Energy's presentation on the implementation of European Regulations EU 2018/1999 and 2022/2299. These regulations establish requirements for the development, implementation, and monitoring of the National Energy and Climate Plan (NECP), which is a fundamental document of climate and energy policy.

"Our team has been working on the technical aspects of implementing European Regulations 2018/1999 and 2022/2299 over the past few months, so we were able to provide the Ministry of Energy with thorough analytical and methodological support. We paid special attention to integrating climate goals into energy policy and ensuring a systematic approach to decarbonizing Ukraine's energy sector," said Andrii Kitura, Development Director at DiXi Group and Head of the Green Transition Office at the Ministry of Economy of Ukraine.

Simulation sessions are conducted as part of Ukraine's preparation for bilateral meetings with the European Commission and model future negotiations on various aspects of the acquis communautaire—the body of EU legal norms. This format allows Ukrainian negotiators to practice answers to potential questions from European colleagues, gain a deeper understanding of the European integration process, and identify gaps that require additional attention. During the simulation session on Chapter 15 "Energy," special attention was paid to the degree of harmonization of Ukrainian legislation with EU standards in the energy sector, progress in implementing energy policy strategic planning mechanisms, particularly the NECP, and monitoring and reporting on energy and climate goals.

EU Regulation 2018/1999 on the Governance of the Energy Union and Climate Action establishes a legislative framework for reliable and transparent governance that ensures the achievement of the EU Energy Union goals by 2030 and the long-term climate goals of the Paris Agreement. It is worth noting that Regulation 2022/2299 clarifies the requirements and defines the reporting format on progress in implementing the NECP. The implementation of these regulations in Ukraine involves developing and implementing a comprehensive National Energy and Climate Plan, creating a system for monitoring the achievement of energy and climate goals, regular reporting to EU institutions, integrating energy and climate policies, and ensuring public participation in the formation of energy and climate policies.

The Green Transition Office coordinates its efforts not only with the Ministry of Energy but also with other government bodies, international partners, and civil society to ensure a comprehensive approach to implementing European standards in Ukrainian energy policy. Our experts actively participate in working groups on the development and implementation of the NECP, provide advice on the methodology for assessing progress in achieving energy and climate goals, and provide expert support on technical issues.

The official screening of Ukrainian legislation's compliance with European standards, which will take place on June 16-20 in Brussels, will be an important step in Ukraine's EU accession process. Based on the results of this meeting, the European Commission will form its view on Ukraine's readiness to start negotiations on Chapter 15 "Energy" and provide recommendations for further steps. Green Transition Office experts will continue to support this process, providing the Ministry of Energy with the necessary assistance on implementing European energy legislation and preparing for negotiations.

The implementation of European standards in the energy and climate spheres is not only formally important for the EU accession process but also opens new opportunities for Ukraine's sustainable economic development, ensuring energy security, and achieving climate goals.
